Disables logons when it exists.
The standard logon script checks for this file before allowing an incoming user to log into the system. The logon is denied if the file exists. If the contents are blank, then the Logon.Disabled prompt is shown. Otherwise the contents of the semaphore are shown instead.
This file does not affect existing sessions. It only stops new logons.
